NATO Secretary General Mark Rutte stated that former US President Donald Trump was instrumental in compelling European allies to significantly increase their defense spending to historic levels. Rutte indicated during a panel discussion that several major European economies, including Spain, Italy, and Belgium, would likely not have achieved NATO’s established 2 percent defense spending guideline by 2025 without the sustained pressure exerted by Trump.
Rutte further observed that many member states had been spending approximately 1.5 percent of GDP at the start of the year but have since committed to meeting the alliance’s benchmarks. He suggested that the alliance’s subsequent ambition to reach 5 percent overall defense spending, with 3.5 percent allocated to core military capabilities, would also not have materialized without Trump's influence. Rutte defended this confrontational approach as necessary for forcing Europe to assume greater responsibility for its own defense capabilities.
